ABOUT CONGRESSMAN HOWARD GUINTU

Ivan Howard Abendaño Guintu, or Howard as known by his colleagues, is a first-time Congressman serving and representing the Pinatatag na Ugnayan para sa mga Oportunidad sa Pabahay ng masa (PINUNO) Party List in the 19th Congress.

Howard entered politics in 2022 when he was elected as representative of the PINUNO Party List. In his capacity as a legislator, he continues to advocate for the provision of affordable and decent housing for every Filipino. He currently serves as Vice-Chairman of the Committee on Housing and Urban Development, and also sits as member for the majority in the Committee on Local Government, Committee on Metro Manila Development, and Committee on Transportation, to name a few.

BACKGROUND

Howard obtained his Bachelor of Arts degree in Entrepreneurship and Administration in the University of San Francisco. From then on, he has been in the housing and real estate industry serving as Chief Executive Officer, Chief Operating Officer, and President of various realty companies. In his years as a developer, he was recognized as Top 10 PAG-Ibig Developer in the National Capital Region (NCR) for the year 2017 during the company’s infancy in the industry, and again recognized as Top 7 PAG-Ibig Developer in NCR for the year 2018.

Having been exposed to on-the ground experiences of mass housing developments, Howard has been immersed to the plight of many Filipinos. Now as a member of Congress, he aims to share these experiences with his fellow legislators and intends to maximize his capacity as a legislator by actively filing bills that would uplift the state of informal settler families, the Filipino youth, the marginalized sector, and the housing industry.

Unfazed by the mandate of a legislator, Howard had authored 264 House Bills, supported 8,000 students, assisted 7,621 patients, and provided livelihood assistance to 12,792 beneficiaries. He aims to reach out to more patients, students, and informal settler families so that he may support them until they can become self-sufficient Filipino citizens. Furthermore, Howard will continue to push for the provision of decent and affordable homes for every informal settler family.

PINUNO PARTYLIST

Aside from PINUNO Party List’s advocacy to reduce homelessness, PINUNO Party List also aims to guide Filipinos to become self-reliant and productive citizens. We prioritize assisting the urban poor, the youth, the vulnerable, micro, small, and medium-sized enterprises (MSMEs), farmers, and fisherfolks through various projects in coordination with the concerned government agencies.

PINUNO Party-List provides financial assistance to the urban poor, assists college and technical-vocational students through financial assistance and scholarships, aids the sick and the vulnerable through provision of medicines, free check-ups, and guarantee letters for medical bills, boosts MSMEs through provision of starter kits, and provides livelihood assistance to farmers and fisherfolks.
